Private legal practitioner Martin Kpebu says that enacting a law against last-minute recruitments by outgoing governments is not the starting point for a resolution of the matter.
He expresses the view that there needs to be a complete change of mindset. "I doubt the efficiency of the law in resolving this issue.
We need that change of mindset.
Otherwise, people will find ways around the law.
