Agenda 111 was intiated by former President Nana Addo Dankwa Akufo-Addo Civil society group Rights Accountability Network is demanding full transparency over plans for the management of Ghana’s Agenda 111 hospitals after filing a Right to Information (RTI) request asking the Ministry of Health to disclose the names of all private entities seeking to take over or partner on the project.

The civil society group argues that the request is critical because there has been limited public information on the future of Agenda 111 since the change of government, amid reports that the government may be seeking to “sell off” the hospitals to cronies.

The RTI application, filed on August 11, 2026, pursuant to the Right to Information Act, 2019 (Act 989), asks the Ministry to list every company, organisation, religious body, foundation and investor that has “expressed an interest in, proposed to, or been invited by Government” to partner on the Agenda 111 hospitals since January 2025.
