Audit questions NPA’s verification of over GH¢648m fuel monitoring payments

A performance audit of the NPA’s petroleum product monitoring regime between 2023 and early 2026 found weaknesses in the management of the Automatic Tank Gauging System (ATGS), including incomplete installation, non-functioning equipment and gaps in verifying maintenance activities undertaken by the service provider.
Beyond the technology gaps, the audit found that the frequency of NPA’s monitoring activities declined even as the number of licensed fuel retail outlets increased.62 million for the installation, operation and maintenance of an automated fuel monitoring system without evidence that it verified maintenance work before approving payments, the Auditor-General has found.
