The Chairman of the Constitutional Review Committee (CRC), Professor H Kwasi Prempeh, has called out the Minister of Communications, Digital Technology and Innovation, , over his order for the immediate suspension of the enforcement exercise being carried out by the Postal and Courier Services Regulatory Commission (PCSRC) and the Ghana Police against unlicensed delivery riders.

In a Facebook post shared on August 23, 2025, Professor Prempeh asserted that the minister's directive essentially amounts to stopping a regulator from doing its job.

He questioned whether the minister had the power to give such an order, adding that politicians are the main problem in ensuring that the rule of law governs the country. "What is the point of setting up a regulatory body with the authority to regulate and enforce a regime of measures and related sanctions in a designated industry if the minister or some other politician can simply issue directives to countermand an enforcement action by the regulator?

Does the applicable law give him the power summarily to countermand the regulator's enforcement action this way? "Why have the regulator at all then?
