The Special Prosecutor, Kissi Agyebeng, has condemned state capture as a dangerous form of corruption that stifles national development by concentrating power and resources in the hands of a privileged few.
Delivering an address at the Constitution Day Public Lecture under the theme "A Few Good Men: Suppressing and Repressing Corruption and State Capture in Aid of Development," Agyebeng warned that Ghana's governance system is increasingly being manipulated by vested interests for personal gain. "In this society, which is governed by what I term 'pay-to-play rules,' the poor and the marginalized lose completely.
The other suspect, state capture, is itself a form of corruption.
It is characterized by a few interests and persons controlling the decision-making and resource allocation system and processes of the state. "In effect, the captured economy is nothing more than a reflection of the few captors who steer the nation solely for their private benefit to the detriment of the aggregate national interest," he stated.
