TERMS OF REFERENCE
PROVISION OF PRIVATE SECURITY SERVICES

CARE began operations in Ghana in 1994 by working to educate mining areas about sexual health and the prevention of AIDS and other sexually transmitted diseases. CARE Ghana now works with more than 40 partner organizations to implement a portfolio of projects worth about US$9 million annually in 100 districts across the country, from our main office in Accra and sub-offices in Kumasi and Tamale.
 
For 30 years, CARE has been working in Ghana to improve livelihoods and achieve social justice through interventions that address the underlying causes of poverty. Our programming focuses on food and nutrition security and social and economic empowerment, with women and youth as our impact group.
 
CARE Ghana intends to tender for the provision of guarding security services with firms with the requisite qualifications, experience and reputation in private security services in Ghana. The purpose of this service contract is to provide 24/7 security guarding services for its Head Office, Accra and Sub-Offices in Kumasi and Tamale.

SERVICES TO BE PERFORMED BY SECURITY COMPANY
The security company is responsible for providing the following services:
  • Conduct security risk assessments at all designated CARE Offices and draw up and operational strategy and plan.
  • Maintain a 24/7 protection of all assigned offices and ensure timely replacement of guards when the need arises. 
  • Guard CARE official premises and residences of expats (upon request).
  • Safeguard physical security of CARE staff within and in the proximity of those premises
  • Implement physical control and monitor visitor access to office premises.
  • Keep locations and buildings under general surveillance to prevent any intrusion or attack on persons or property.
  • Maintain communication between the different locations and buildings.
  • Take immediate action in the event of an incident or accident as per communicated and agreed procedures by location of service.
  • Assist residents, staff, and visitors in location in the event of danger
  • Provide equipment and supplies (consumables) and assume the associated operating and administrative costs.
  • Manage costs and expenditures, accounting processes and invoicing in line with the requirements of CARE.
  • Provide additional security personnel on an as-and when-required basis, following the receipt of authorized written request from CARE Ghana Safety and Security Manager (SSM) at the rates set out in the contract.
  • Provide adequate supervision to ensure proper performance of the deployed personnel in accordance with the prevailing assignment instruction agreed upon between the two parties.
  • Supply all required accoutrements including boots, uniform, batons, cell phones, torchlight, whistle and umbrella to guards for the duty
  • Be responsible to employment insurance cover and health insurance to its security personnel for personal accident and death whilst while performing the duty
  • Submit a consolidated monthly security report to CARE Ghana SSM detailing observations, incidents in the offices and incidents in the wider which may be of interest to CARE and take appropriate measures or make recommendations to CARE Ghana SSM.
  • Hold regular meetings with CARE Ghana regarding security personnel’s performance.
DUTIES AND QUALIFICATIONS OF GUARDS
Duties of Supervisor/Senior Guard
  • Ensure implementation of security measures and directives at the CARE Ghana offices.
  • Direct supervision and control of all security guards under the Supervisor’s command.
  • Ensure patrols and physical surveillance of the office and immediate vicinity and take appropriate measures to address breaches to security.
  • Ensure proper records of security incidents, occurrences and activities are properly documented in approved logbooks in accordance with recommendations CARE Ghana Safety and Security Manager.
  • Resolve conflict with non-compliant visitors/staff in the first instance with follow up report to CARE Ghana SSM.
  • Ensure all persons entering the CARE compound comply with established security procedures.
  • Ensure that no guards perform more than 12 hours in out of 24-hour period.
  • In the event of a security incident the Supervisor will inform and be directed by CARE on procedures to follow.
  • Supervise guard room equipment and preserve evidence in the event of a security incident.
  • Report to CARE acts of misconduct or disobedience or non-compliance with established security protocols to Security Company Operations Manager.
  • Ensure equipment inspections to ensure the compound safety and security (fire extinguishers, smoke detectors, fire alarms, etc) inspection should take note on expiry dates.
  • Monitor and manage vehicular movement and parking.

Requirements

Required Skills or Experience

Qualifications of Supervisor/Senior Guard
  • Education: At least Senior High School Certificate or equivalent.
  • Language: Ability to communicate, read and write in English language is mandatory.
Experience
  • At least 7 years of professional experience in physical security and man-guarding and supervision of guards. 
  • Preferably professional experience in providing services to CARE and/or International Organizations or INGOs.
  • 2 years of experience in supervising guards, mentorship and guidance to guards in the performance of their functions.
  • Experience in report writing and Logkeeping.
  • Basic firefighting and first aid skills.
  • Medically fitness proved by a medical practitioner’s certificate and a certificate of passing a screening for illegal drug use.
Duties of Guards
  • Enforce access control measures in accordance with CARE procedures.
  • Conduct patrols and surveillance of CARE offices to detect breach to security.
  • Respond to fire and other alarm systems in accordance with the CARE procedures
  • Conduct security patrols and surveillance of CARE offices and properties.
  • Ensure proper records of security incidents, occurrences and activities are properly documented in approved logbooks in accordance with recommendations CARE Ghana Safety and Security Manager.
  • Resolve conflict with non-compliant visitors/staff in the first instance with follow up report to CARE Ghana Safety and Security Manager.
  • Ensure equipment inspections to ensure the compound safety and security (fire extinguishers, smoke detectors, fire alarms, etc) inspection should take note on expiry dates.
  • Monitor and manage vehicular movement and parking.
  • Support in emergency response and evacuation such as fire.
Qualifications of Guards
  • Education: At least Senior High School Certificate or equivalent.
  • Language: Ability to communicate, read and write in English language is mandatory.
Experience
  • At least 2 years of professional experience in man-guarding and physical security. 
  • Preferably professional experience in providing similar contracts to CARE and/or International Organizations or INGOs.
  • Basic firefighting and first aid skills.
  • Medically fitness proved by a medical practitioner’s certificate and a certificate of passing a screening for illegal drug use 
QUALIFICATIONS OF PRIVATE SECURITY COMPANY
  • Must hold valid license from the Ministry of Interior.
  • Must have not less than 10 years’ experience in guard-force management and experience in providing security services to preferably international organizations, INGOs or diplomatic community.
  • Must have experience in managing a minimum of 250 guards in the last 3 years.
  • Must have ability to supply required number of guards for a 24hour protection service, including rapid deployment and replacement plan when required.
  • Must provide verifiable references or recommendations from similar organizations the company is providing or previously provided service for.
  • Ability to supply all required uniform and logistics for the effective performance of the services (uniform, boots, ID cards, flashlights, raincoats & PPEs,etc).
  • Ability to submit weekly summary security report on occurrences, incidents and security developments at the office location.
