Final Evaluation – SOGC Component Power to Choose Program – Ghana
Background
The Power to Choose program is a multi-country Sexual and Reproductive Health and Rights (SRHR) initiative led by Oxfam and funded by Global Affairs Canada (GAC). The program aims to strengthen access to inclusive, rights-based SRHR services for adolescents and young women.
In Ghana, the Society of Obstetricians and Gynaecologists of Canada (SOGC) works in partnership with the Society of Obstetricians and Gynaecologists of Ghana (SOGOG) and Oxfam Ghana to strengthen the capacity of health care providers and professional institutions through training, mentoring, leadership development, and organizational capacity strengthening.
SOGC is seeking a local (national) consultant to conduct the final evaluation of its contribution to the Power to Choose program in Ghana.
Purpose of the Evaluation
The evaluation will assess:
- Learning and skills development among health care providers and instructors;
- Application of learning in clinical, mentoring, and leadership practice;
- Early institutional and professional results, including sustainability under SOGOG leadership.
The evaluation will focus on plausible contribution, not population level health outcomes.
Methodological Approach
The evaluation will adopt a qualitative dominant mixed-methods, participatory, and gender responsive approach. We suggest using the Kirkpatrick Model of Training Evaluation but are open to other suggested analytical frameworks.
The methodology will combine:
- Qualitative data (focus group discussions, interviews), and
- Desk review of Quantitative data generated through training and mentoring activities, including pre and post test scores and Objective Structured Clinical Examinations (OSCEs).
Data collection will include:
- Document review (training, mentoring, governance, and strategic documents);
- Focus group discussions with Ghanaian health care providers;
Key informant interviews with key stakeholders (Ministry of Health, health facility administrators, SOGOG leadership, technical consultants and Oxfam Ghana; SOGOG and SOGC instructors).
No new tests or assessments will be administered as part of the evaluation.
Duration of the Assignment
- Approximate duration: 3 months
- Estimated level of effort: 25 working days

Requirements
Required Skills or Experience
This consultancy is intended for a local consultant based in Ghana.
Required qualifications include:
- 7–10 years of experience in evaluation of health or development programs;
- Experience in SRHR, maternal or newborn health, or health systems;
- Strong experience with qualitative or mixed methods evaluations;
- Knowledge of Emergency Obstetric and Newborn Care (EmONC) and professional training/mentoring;
- Experience working with NGOs or professional associations is an asset.
Language requirements:
- Excellent command of English (mandatory);
- Knowledge of Dagbani (Tamale/Savelugu) and/or Fante (Cape Coast) is an asset.

Technical Proposal
The technical proposal should demonstrate a clear understanding of the assignment and include:
- Understanding of the mandate: analysis of the context, key issues, and objectives of the evaluation;
- Proposed methodology: evaluation approach, data collection tools, qualitative and quantitative analysis techniques, and consideration of ethical and sensitive issues;
- Implementation plan: a proposed work plan and timeline covering preparation, fieldwork (including focus group discussions), analysis, and validation of findings.

Financial Proposal
Financial Proposal Requirements
The financial proposal should present a clear and realistic budget covering all costs required to carry out the assignment.
In addition to professional fees, the financial proposal should include field work related costs, notably:
- Domestic travel and accommodation related to fieldwork in Cape Coast, Tamale, and Kumasi;
- Costs associated with organizing focus group discussions, including local transport, venue arrangements where required, and refreshments, with logistical support provided by Oxfam Ghana;
- Printing and copying of data collection tools and questionnaires;
- Basic materials and equipment needed for focus group discussions, such as stationery, audio recording (if applicable), and participant materials.
The consultant is not expected to independently mobilize participants, as this will be supported by Oxfam Ghana and SOGOG, but is responsible for planning and costing data collection activities.
The budget should indicate the total cost of the assignment and the estimated level of effort (number of working days).

- Relevant professional experience;

- Key technical competencies related to evaluation and SRHR.
Samples of Previous Work
Two samples of similar evaluation reports conducted in comparable contexts, preferably in public health, SRHR, or capacity strengthening programs.
