The former Director of the National Defense College, Mohamed al-Ghabbary explained President Abdel Fattah al-Sisi’s decision to delegate certain Presidential powers —as stipulated in the General Mobilization Law—to the Minister of Defense and Military Production.

He stressed that the decision does not signal a change in the state of general mobilization, explaining that a mobilization plan is already in place, and that the call-up of reservists or the reinforcement of units is linked to training exercises and operations conducted by the armed forces.

Routine Procedure Ghabbary noted that the delegation is not a new decision linked to an emergency situation, but rather a routine procedure that repeats with the change of the Minister of Defense.
