Parly wants a say in whether Treasury can withhold municipal funds

The Chairperson of the Parliament’s Portfolio Committee on Co-operative Governance and Traditional Affairs, Zweli Mkhize, says Parliament is developing regulations to allow it to have a say in whether National Treasury can withhold funds to municipalities.“The only issue that we’re busy with now is a process of internal regulations that needs to be developed in Parliament so that next time the Treasury wants to implement the same withholding, then the processes of hearing in Parliament need to be fulfilled so that Treasury cannot do it alone.

Earlier this year, National Treasury withheld equitable shares to 69 municipalities due to alleged financial mismanagement and non-compliance with the Municipal Finance Management Act.
