Ghanaian activist Henritta Nana Yaa Simpson has filed a writ at the Supreme Court of Ghana challenging the legitimacy of retired Commissioner of Police Nathan Kofi Boakye's appointment to the Police Council.
The plaintiff, a Ghanaian citizen and gender activist, argues that the President's unilateral decision to appoint COP (Rtd.) Boakye as the representative of retired senior police officers on the Council is unconstitutional.
In her submission, Simpson insists that the appointment contravenes Article 201 of the 1992 Constitution and Section 10 of the Police Service Act, which, according to her interpretation, reserve the right of nomination to the National Association of Retired Police Officers (NARPO).
She maintains that the position ought to have been filled by ACP (Rtd.) Florence Arthur, who was duly elected as the president of NARPO in November 2024 and was officially nominated by the Association in a letter dated 20th January 2025. "Florence Arthur is a retired senior police officer by law and practice, and her exclusion undermines the authority of the Association," the writ asserts.
