The Minority Caucus in Ghana's Parliament has criticised the indefinite postponement of the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL), commonly referred to as the "Dumsor Levy," originally scheduled to take effect on June 16, 2025.
The Ghana Revenue Authority (GRA) announced the delay following consultations with stakeholders, including the Chamber of Oil Marketing Companies (COMAC), which had raised concerns about the levy's implementation.
In a statement released on June 14, 2025, the Minority Caucus described the postponement as "shameful" and indicative of the government's "fundamental incompetence and hypocrisy." The Caucus criticised the government's reversal, noting that it had previously condemned the former administration for attributing economic challenges to external factors such as the COVID-19 pandemic and the Russia-Ukraine conflict.
The Minority argued that the current government's adoption of similar justifications for the delay exposes a contradiction in their economic policies .
