Emeritus Professor Kwasi Kwafo Adarkwa, former Vice-Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST), has underscored a major challenge confronting Ghana-the gap between having strong laws and effectively implementing them.

Adarkwa addressed the difficulties in urban planning and policy execution, stressing that while Ghana has well-structured legal frameworks, enforcement remains a persistent issue. "We are not serious with sticking to plans… We have a real problem on our hands. "We have good laws in the law books, but the implementation is also a major problem," Prof.
