Former finance minister Dr Amin Adam has explained that the previous government did not intentionally inflict pain on the people of Ghana.
He was answering questions on the ballooning debts of the country that forced the government to do a restructuring when he made this known.
Dr Amin Adam said, "There is no government that will deliberately inflict pain on its people, especially in a democracy where the same government will want to retain power and continue to implement its programs.".
He argued that some of the challenges Ghana is faced with were not caused internally but rather owed to some external factors.
